Is it correct to spell place names with lower case initials, yes or no?

I was taught in school that we spell place names with capital initials (e.g. England and not england) and that it is incorrect to spell them with lower case initials. In that case (no pun intended), why would some guy on here claim to be English and then block me after I told him the correct way according to conventional English education? I don't understand.
