Try experimenting. All rice was not created equal and neither are rice cookers. Strange as it may seem less water can give you fluffier rice.

Make sure that you wash it well with cold water before cooking.

@SW-User I cook Basmati rice and always rinse it, it fluffs right up in the pan. Short-grain rice is not near as fluffy.
