If it were done only a few random times as an experiment then there definitely would be a lot of chaos due to people gawking and staring. But if it were legal and was pretty common place, people would be used to seeing it and it wouldn't be that big of a deal just as it is for men.

In Toronto it is legal for women to be topless. There were new laws enacted immediately because squeegee girls were cleaning windows and getting huge tips.
