When Antarctica will be colonised?

No time soon as the ice is too thick. For it to be habitable much of the rest of the world would be underwater.
Antarctica is covered with ice an average of 2,133 meters (7,000 feet) thick. If all of the Antarctic ice melted, sea levels around the world would rise about 61 meters (200 feet).

There's like some global treaty that nobody is allowed to colonise Antarctica. It's the only thing that every nation has agreed on within the United Nations.
