Touching someone's feet is normally used while seeking blessings or requesting for forgiveness . There is no rules whether to wear shirt or not . It's a persons choice . And for your question ...yes this happens on earth !

It's a personal choice . Touching the feet of a person whom you are requesting for forgiveness does shows your sincerity and it is easier to achieve forgiveness . This act never degrades a person and it is followed in many places as a tradition . It's actually showing respect along with the apology .
