No, if the relationship expressly allows something and all are OK with it....it isn’t “cheating”.
For it to be cheating, you’d have to do it behind your partner’s back (or vice versa).

Each relationship is unique in terms of the people involved defining their own rules and calling their own fouls, so to speak. Cheating implies breaking rules. If a couple sets their own ground rules and declare an open relationship, I don’t see how being with other people would fit the semantic definition of cheating if the people involved are aware and in agreement. Whether or not you, I, or someone else would consider that an ideal relationship is a different topic.
