What is 'flashing' by definition? i've only heard of it used for when a woman exposed her breasts deliberately, but I guess it applies for 'mooning' too. Do men 'flash' their privates ever? Sounds creepy no matter who's doing it. I've never done it or seen it done (in any combination).
