What do you think of a grown man dating a 16 to 16 1/2 yr old teenage girl?
The girl I talked to says at 16 1/2 age has a 21 year old woman's body.

@PlumBerries compare a woman to a teenager. Women aren't called teenagers and teenagers aren't called women. Compare the two and there are a lot of differences.

How old is the man? If over 25, then even in states where the age of consent is 16, if she's still under 18, and the guy is over 25, then the law may take exception to it.
In general though, I think it should be about the maturity level. So, assuming she's got an IQ of 175, and she's mature, then why the hell would she want to be involved with a grown ass pervert?
If not, then he should find someone his age.
