It's crying and screaming a legitimate investing strategy?

My father used to say this little poem to me when I was a kid,

"When in trouble or in doubt
Run in circles, scream and shout."

I was never sure if he was joking or not.

Why would someone cry and scream before investing. Normally it happens after ban investments...
