Is it normal for someone who calls from an institute to unknowingly ask a personal type question

Well this was something that went about happening way back in early 2007, I had sent a copy of my resume on monster.com at the time and I actually got a phone call the next morning from someone from an institute and I didn't know the guy was actually calling from an institute. But anyway, during the fairly long and lengthy phone call, the guy ultimately had asked me a question "I don't hang out much do you", during the lengthy phone call. I was very baffled that the guy asked such a question which pertains to my personal life, even though my answer was 'no' when I responded to him. I didn't think to much of it right after he said that, but here and now recalling that moment, it would seem so awful in ways imaginable for anyone to be told that.
