In fallout 4, how high can one level solely from discovering locations?

You get a bit of xp from discovering locations in the world of fallout 4, just how much relies on your intelligence level and/or the idiot savant perk ranks.

But does anyone know the max level achievable from only discovering locations? This means no killing, no dialog, no disarming bombs or traits, and no crafting of any kind.

Any got an idea?
