Sometimes a lot can be done to restore a photo using something like Photoshop. I've had some experience with it

There are places that specialise in this. There’s only so much they can do without the negative but it’s worth a shot. Look up local photography and camera specialists. Even if they can’t help they might recommend someone who can.
