Can you assess how complicated something is before understanding it ?

No, you can't really properly asses if you don't understand it at all. It might be something fairly simple but because you have zero understanding of that context it can seem awfully complicated to you. Or it can seem extremely simple and it turns out it's anything but that. I believe a basic understanding of the context is needed to start making an assessment.

No. I usually understand things without knowing a thing about them. Especially thermodynamics, integral calculus, and quantum mechanics.
