If it's making you uncomfortable, please talk to HR or your boss about it. Or next time he does it, voice your concern and just say "i'm sorry but that makes me feel uncomfortable." Nothing wrong with that. :) He shouldn't be touching you in the first place.

What he is doing is illegal, do not blame yourself. You have every right to speak up. I would start by telling him to stop and if that doesn't work then report it. He has no right to be touching you inappropriately.
