It mostly uses conservative Americans as the basis for jokes, but I wouldn't necessarily say it is making fun of them. There is definitely a lot of poking fun at conservative habits and characteristics, but it isn't limited to that by any means. The show is packed with clever and subtle jokes.

@KaliKali: South Park used to be incredibly immature from about 1998 - 2005. Then it's steadily grown into a brilliant encapsulation of modern society. The last few seasons have been nothing short of ingenious.
