Is it just me or is 'food' not implied by menu?

And you only need a qualifier for nonfood menus?

Menu is a word that for me derives meaning from the context. You don’t expect to see burgers on a drop-down menu on Safari.

Maybe they have a “drink menu” too and want to differentiate.

@stound I once ordered spaghetti and meatballs at King’s Restaurant with ‘half the sauce.’

When my meal arrived the pasta on the right was smothered with sauce and the left half was naked.

I no longer make assumptions in restaurants.

@Mamapolo2016 ahhh, language barriers. my dad used to talk about being in japan, taking a broken gear to be rebuilt (it'd broken into 3 pieces). told the builders they needed it 'exactly like this one'. so they got one. exactly like it. the pieces could even be interchanged.

then they went ahead and got a not broken one made.

I had a look at the full OED. It tends to agree with you and suggests a menu is primarily a list of available dishes. Although it does qualify the other meanings we know about (i.e. in computer operating systems), and also suggests a menu is a list on contacts in a mobile telephone (I don't remember that usage).

Language does change, though, as as people have said, we're increasingly seeing menus split into types of food and/or drink.

From a graphic design perspective, having the word "Menu" alone in that space would look odd. I suspect "Food" was added to pad out the space.
