The guys come down my alley every Tuesday morning, without fail, unless there is a holiday delaying pickup. It is our job to have the bags and the recyclables out before they come.
The people above me - floors one and two - I never know whether they are moving out or what. You can go out there on a Wednesday morning, and both cans are usually STUFFED full with open bags and miscellaneous trash - so much that the lids are propped up. I have to work around it.
We got new cans last week. It says right on them in big white letters, "Please guard against rodents - close lid firmly." How can you do that when your neighbors don't comply? They are the first ones to complain about rats when they show up in the alley.

I do that sometimes. I have Bin-regret when my trash doesn’t get dumped.

Like I said, there is usually SOMETHING holding up the lid and inviting squirrels, mice, and rats to come and feast. The one Friday when I went outside and opened the lid of the can, there was a rat the size of a grown cat running around the now-empty can. I slammed down the lid, used the other can, went back in the house, and EMailed the landlord, who sent somebody out to do aomething about it.
