They probability did, but the one who got the contract for building the city, probability built a soundproof house for themself.

@SW-User I'm sure all the people who built the buildings in my area were fucked up. They placed everything wrong and they didn't obey one single rule. I'm also sure they got nice homes for themselves, so why would they care.
