So, if they increase the price of steel and aluminum might it not be cheaper to have things made overseas!

Not so smart.
What about all the companies who have factories here, that imported steel and aluminum into the US to make things. It will be cheaper now to make them in Indonesia and import them as already made into the US.
So trump is hurting manufacturing jobs .. not a smart move.
