What is the difference between being insane and criminally insane? Is it circumstance?

One can be insane without ever committing a criminal offense. Criminally insane simply means that you are insane and have committed a criminal offense.

Criminally insane is a court decision on whether or not you are fit to stand trial.

@Mikemcneil So it's circumstance as you find yourself in court. Then you're only insane when caught for an act?
