No Money has actually been deducted from my account and I am definitely not this Reyes person. So is clicking the 'click here to cancel your purchase' button the actual virus or scam?

Do not click it. High possibility of being a scam.
Screen shot it and forward it to iTunes head Office. Explain to them your concerns
Do not click on it.
DO NOT CLICK ANYTHING INSIDE THE ACTUAL MAIL! Truly just delete the phishing mail and save yourself a lot of pain.
