Is TalkTalk (UK) a good company?

I've found them okay despite a bad press. I recently changed to Virgin because their introductory prices were cheaper and Talk Talk refunded money without my asking.

It's not that great but perhaps depends on areas. Ask around nearby where you live.

I used to have O2 in the UK

I have no idea but from what I been told by several people over there and what I see other's say it seems like internet providers are universally terrible in the UK.
