When is a city called a Smart City?

When everything you use, every service you use, every council provision is monitored via a computer system.
Theory being it lets providers know how good/efficient they are and whether those that are providing services do so efficiently and cost effectively

When it has good public transport and other facilities.

When all the people leave. 😆

when everyone in there using a smart phone

When they become true to their nature.😬

When they rename it.
