Thinking maybe.... When you buy a refundable can or bottle, you pay the extra five or ten cents at the time of purchase, and the incentive is there for you to recycle them at that same deposit price. Guessing the deposit you paid at the time of purchase goes to a special state fund for stores to get reimbursed when they have to pay out the recycling incentive when people return them for money. If people come in from other states and return them, aren't they in a way stealing the funds that are already there from what people actually paid in that state for deposit?
