Yes, a relationship implies commitment and if he has "more important things to do" during the time you schedule to chat, then it's a bad sign... I would be greatly annoyed too if I'm chatting with someone and it takes them minutes to reply... If he's busy with something more important than you, he can tell you so and excuse himself, but just ignoring you for long whiles without explanation is rude of him...
