Why is help and FAQ resources bottom of the agenda scale on SW development?

It hardly matters as none of it is moving along.

As an ex developer of a website it was my first feature to develop, problems arise with websites all the time. For instance the delete button has been a huge complaint factor, if this feature had been put into place first there would be less emails to staff asking for deletion.

It would lessen the workload surely if the help section was fully developed.

@Aprism: i dont know about web developing but i have had question and i cant find the answer that i think should be easy to find
