I think it CAN but only through hard work or pure chance... There is nothing mystical or metaphysical about wish fulfilment.

Can yes, but how realist is the wish, tells you the probability... as well as sometimes I believe sometimes it's better (in the long run) if a wish doesn't come true, as if it did, things might of been worse...
