So North Korea does have international construction workers and export/import workers in China. India. The Philippines. Spain. Germany. France. Poland. Norway.
those are the only few options to leave North Korea to make Kim Jong Un some Money Money Money.
One thing that will prevent them to leave North Korea, you need a Family in order to work outside of North Korea, if you're single? you can't. I think it haves to do with Trust Issues and to make sure they have providers in North Korea while you're out working.
also, there is a Restraint Idea in North Korea...if you do something stupid outside of North Korea or ditch North Korea forever and never come back, the Chances are your Family in North Korea will be in Prison Camps or Die.
