They could stop catering to the rich folk.
My neighborhood/city is a snooty rich town. They think everyone who lives here is making bank. The schools have never once actually provided me with affordable resources for my child with special needs. I have had to find them on my own when, in reality, they should have a list of resources. Since they aren't tasked with this by parents who can afford anything and everything...when I have asked I get deer in headlights face and a "let me get back to you on that". Then ignored.
