Wouldn't be much point. By the time the lawyers and judges got done haggling over was it really that person’s eye? and was ownership of the tooth legally established? - the DA would have already settled a plea deal to yank out one of the perpetrator’s eyelashes.

Obviously not if you are a Christian. I thought the USA had a secular Constitution so why would it include a quotation from the Scriptures of two religions?

No. The Constitution is about limits on government. I dont see a place for mandatory sentences.
