No. Especially for selfish or self-serving goals.
Always. It should always be read and interpreted as 'the end is in accordance with the means'. Cause and effect. 'Justify', in this matter, should never be associated with a moral or ethical value.

In politics it's the way communists leaders got rid of the people that didn't comply with the government. Millions were slaughtered on that reasoning.

I think you can consider “intent” when judging the person but they still should be judged.
Yes. I use the ends of a loaf of bread to make a grilled cheese sandwich. I couldn't think of anything funny to say.
