College kids like to decorate their dorm rooms with stuff they steal from public places. I guess it’s a badge of coolness for them. They used to throw all that stuff away when they’d move out of the dorms at the end of the year, everything from traffic signs, orange street cones, blinking barrels that are putting around interstate construction sites, wet-floor signs, shopping carts, and cardboard cut-outs.

Is that considered assaulting an officer?
