I've worked with people like that, they needed to be trained and would goof off or act like they knew it all...very frustrating.

@Neurotoxin dump his ass or give him a stern warning you're going to. If you don't have that choice then ask him what objectives he wishes to accomplish and how the two of you are to accomplish those.
