Shouldn't emergency services be allowed to cancel calls in an instant if they feel the caller's wasting time?

EXAMPLE: Where can I find the nearest chemist? I went Disneyland (Kid to 999) or dad drove pass red lites...

No. Sometimes kids call who would need guidance for the right number to call on.
Sometimes a person new to that area might not know the right number... Or mix numbers...
Sometimes in a panicky situation someone might dial the wrong number.

No because they are not allowed to every call is considered an emergency

No, every call must be treated as a real emergency. However, there are laws in place that allow for consequences should the call be fake.
