Would there be results if a person were to just do toning exercises by their selves without cardio?

Yes toning will build muscle but it means nothing if the muscles you build are covered by fat. Cardio will help rid you of excess fat is it necessary to lose fat though? No.

Yes it’ll tighten up your body. Worked for me. I hate cardio.

Yes provided the muscles aren't covered by excess body fat. Fat can be lost through diet alone although cardio will help a lot.
