I got WebTV in the summer of 98, it wasn't the entire internet though, only could get pages that were WebTV-enabled.

@FurryFace I had to use my TV as my monitor, it was cool cause I could watch tv in the corner of the TV while using the internet. I had one tv in my bedroom and would sit up in bed and use it.
