Is a tattle tale person the same as a gossiper?

I tattle tale when necessary.
But I refrain from gossip until it's fact.
So the difference is gossip derives from hearsay and rumours whereas tattle comes from fact and can provide evidence

A gossiper shares information they have heard about others. It may be true or not but the intention is not always malicious, like telling your friend your best gf is going to get married next summer and you are real happy about it. A tattler is telling things about people they know will harm them and never anything to their benefit.

Happily I don't do either, having come from a culture where people do BOTH regularly!
