Is it still a safe workplace procedure for one person to hold the ladder when another walks up it?
What if the person slips and falls on the person holding the ladder....

The ladder should be properly inspected and no work should be performed that requires a second person holding the ladder.

@elyay2001 But technically on a union job the ladder has to be tied off. How can the ladder be tied without walking up it firstly 🤔

Tied off or have supporting hand rails. At my work, step stools are frowned upon. :(
