How to deal with a whiney child?

My sister needs a relieve from her 7 year old daughter, who starts crying a upon waking up. This child will argue from dusk till dawn, so I watch her and give my sister a break every weekend since I'm off. I feel sorry for my sister having to deal with this all the time. This child sure loves to test someone's patience.

There could be a physical condition like hearing disorders and autism.
