A bald guy with a Persian cat and an evil laugh. He's always saying, "Drat! Foiled again. I'll get you next time, Puck." He likes to place his pinky finger at the corner of his mouth whenever he devises an evil scheme, and he rubs his hands together often. He's a democrat of course.
