Why would immigrants that have been here 10-20 years

The homeland Security website says six MILLION applications are lodged annually in the USA.
Average time from application to full citizenship can take ten years + !!!

For the legal ones - no idea.
For the illegal ones, I think the last opportunity was an amnesty during Clinton years.
I may be wrong though...
