I don't think God did. God created numbers, but our limited understanding means we can't always grasp or represent them.
1/3 simply is what it is.
0.3333... is us trying to fit it in our counting system.
Trivia for you, 0.9999... can be mathematically proven to be identical to 1. It's our symbols that are limited, not numbers or God.
