Should our country have a plan? regarding the next pandemic and other future ones?

I know we aren't wearing the masks anymore,
- Nothing new in ventilation or sanitizing! Nothing new from OSHA.
So this is it?
Do other countries do other things?

The American people represent the most selfish, arrogant, ignorant, self absorbed, deluded, not to mention wasteful society to have ever tainted this planet. The very notion that Americans could be capable of devising, implementing, and actually participating in a plan for the good of the entire country is preposterous.
