Are we allowed to post Private Messages on this feed?

I just saw a post a moment ago specifically mentioning a user and posting a Private Message. Is that against Terms of Service?

@AlyAngel How weak are people on this site? Blocking us for enforcing the rules. How old are we? I feel like I’m “going to get a licking” on the playground.
