Are we allowed to post Private Messages on this feed?

I just saw a post a moment ago specifically mentioning a user and posting a Private Message. Is that against Terms of Service?

@AlyAngel My comment was deleted and I was blocked by the user in question. I tagged Admin in it so I’m not sure what to do now.
