How much would it take to rig the presidential election and how would you do it?

Read an article recently saying in 2012 the closest result margin was 1100 votes in a county and to rig this result would take minimum $11000 (1100x100 in reality you would have to offer much more money)
you would have to ask at least 1100 to sell there vote to you (not all people you ask will sell their vote)
You would have to do this without anyone you ask going to authorities to blow the whistle!!
This is just one county in one state so to rig a national election is nigh on impossible I think.
