I saw where theres a city park somewhere near there where over 300 homeless people/drug dealer and hookers took over the park because the area declared they were going to ignore the police department

Not necessarily. Changing current policing to something else will be gradual. Camden, NJ went to a more community based system with some positive results. It has been been done before.
