Because having a permanent policy that works and keeps every virus outside the country so that pandemics can't spread. Are like, ridiculous to organise. Let's say you are living in a country like Germanny. And in a town you get an outbreak of a nasty virus. Don't you think that people in Germanny will organise and establish a form of quarantine as a precautionairy measure? Inside Germanny, there are no borders, but yet such a situation can happen. Then the people organise to do damadge control.
