@Sharon I don't think a small copay is necessarily unfair, and regional differences might be allowed as long as there is democratic oversight (ie: did you guys vote yourselves this tax?) - but in a system funded by general taxation, why not simply roll it in? It's an accounting problem at that point.

@QuixoticSoul Scotland has its own parliament and Wales has the "Welsh Assembly" looking after their respective countries. Northern Ireland also had an assembly but it's not sitting at the moment. There is no English parliament or asssembly, we like to think we rule the whole of the UK.
