No Strategy. Yesterday, he said that farmers should rejoice, because Canada and Mexico lifted tariffs. What he neglected to mention, was that the lifting of certain tariffs, was due to the modified agreement, based on language that was lifted from the TPP, which he cancelled.

So, essentially a PR stunt. This morning, he's back to being pissed off at Mexico.
